Elizabeth Wheeler, P.E., is a Project Manager with Mosaic Engineering & Consulting with nearly a decade of experience in the industry. Since joining Mosaic in 2016, she has advanced from Staff Engineer to Project Manager, providing consulting services for a variety of projects including building evaluations; construction quality control observations; and design preparation for restoration projects.
Originally from Indian Land, SC, Ms. Wheeler earned both her B.S. and M.S. in Civil Engineering from Clemson University (Go Tigers!) and is a licensed Professional Engineer in multiple states. She is an active leader within ASCE, currently serving as a Region 2 Governor, and is a member of the Sponsorship Committee within the local CREW Charlotte organization.

James (Jim) Justus
With over 30 years of professional experience, Mr. Justus has worked on many projects including the Prudential and John Hancock Buildings in Boston, the Chicago Hilton & Towers in Chicago, OneAmerica Tower in Indianapolis, Fifth Third Tower in Columbus, OH, 300 Riverwood Tower in Atlanta, the Southeast Financial Tower in Miami, FL, Lawrence Livermore National Laboratories in Livermore, CA, the Caribe Hilton Hotel in San Juan, Puerto Rico, the University of Trinidad and Tobago in Wallerfield, Trinidad, as well as hundreds of other properties.
David Porter is an experienced engineering and operations leader with a strong background in existing buildings, historic structures, manufacturing, industrial operations, product development, and technical sales. A graduate of the University of North Carolina at Charlotte, he combines formal engineering education with decades of hands-on industry experience leading complex projects and operational initiatives across demanding commercial and industrial environments.
Known for his practical leadership style and problem-solving mindset, Mr. Porter has built a reputation for driving operational efficiency, developing high-performing teams, and delivering customer-focused engineering solutions. His expertise spans structural, waterproofing, machining, operational management, engineering sales, and business development, with a consistent focus on performance, innovation, and long-term results.
David Porter
Justin Weaver is a Project Manager at Mosaic Engineering and Consulting, P.C., with more than 15 years of experience in facilities consulting, construction management, and structural assessment services. He specializes in building enclosure consulting, waterproofing and roofing evaluations, structural inspections, and property condition assessments for both new construction and existing facilities. Throughout his career, Weaver has led multidisciplinary projects involving air and water infiltration testing, thermal and moisture performance evaluations, fall protection systems, and structural framing inspections.
A graduate of North Carolina State University with a bachelor’s degree in Civil Engineering, Justin combines technical expertise with strong project leadership and client relationship management. He is also affiliated with IIBEC and brings a practical, solutions-oriented approach to complex engineering and facilities challenges.
